WE CAN HARDLY WAIT-Tonight the general manager of Arrowhead Waters and the president of O'Keefe & Merritt, cosponsors of the Charlie Ruggles show, will make personal appearances on "The Ruggles" over KECA (7) at 7. Let's hope, they don't make a pitch for business as did the head man of Philip Morris recently. Incidentally, this marks a departure in TV, and one we frown upon. Sponsors shouldn't get into the act, but the trend is here.
