Department wants them to contact deposed dictator Raphael Ortiz to find
out - "unofficially" - what assistance Ortiz will need for a return to
power. A meeting with Ortiz is arranged, but he fails to show up. His
wife Cerita and a mercenary insist that it is too dangerous for the
general to be seen in public. This seems like a reasonable explanation, but
attempts to see Ortiz in private are also unsuccessful.
